ONR Professional Lead, Human and Organisational Capability, UK’s Office for Nuclear Regulation
Stuart works for the UK’s Office for Nuclear Regulation and is their Professional Lead for the Organisational Capability specialism that includes their supply chain, quality and leadership and management for safety sub-groups.
He has worked in the UK nuclear industry for over 30 years, and prior to joining ONR in 2013, he has held a variety of senior engineering, operational, assurance and commercial roles across the generation and decommissioning sectors.
He is a chartered engineer who has focused much of his recent career on establishing arrangements to enhance supply chain performance enabling safe and reliable nuclear operations.
He is the Chairperson of the Multinational Design Evaluation Programme – Vendor Inspection Cooperation Working Group. An international cohort of supply chain regulation specialists whose main objectives are to cooperate on vendor inspection activities, share related regulatory experience and pursue opportunities to harmonise best practice approaches.
ASME NQA-1 European International WG Chairman, Westinghouse
Pascal Ancion holds an Engineering degree from the “Université de Louvain” in Belgium. He started his career in the Westinghouse R&D near Pittsburgh in the US and then worked in Engineering on many projects for various European Nuclear Plants. For more than 10 years, he has been working on various Quality topics, and in particular on the qualification of suppliers for the nuclear supply chain. He is a qualified Lead Auditor according to various nuclear standards, including NQA-1 and French nuclear requirements (RCC-M & EDF addt’l QA requirements). He is also chairman of the ASME NQA-1 European Working Group and member of several ASME NQA-1 Sub-Committees for several years.
Lead Contract Engineer Nuclear Pressure Equipment, Vinçotte
Philippe joined Vinçotte in 1993. Among other activities, Vinçotte is accredited for the inspection of pressure equipment and the certification of quality systems.

Deputy Director General and Head of the Department of Nuclear Energy – International Atomic Energy Agency (IAEA)
Mikhail Chudakov joined the IAEA as Deputy Director General and Head of the Department of Nuclear Energy in February 2015. Until his appointment at the IAEA, Mr Chudakov served as the Director of the Moscow Centre of the World Association of Nuclear Operators (WANO) since February 2007.
Prior to this, from 1995, he held a number of senior managerial positions in Russia’s Rosenergoatom nuclear utility, including being appointed the Deputy Director General of Rosenergoatom and Director of Bilibino Nuclear Power Plant in April 1999. From 1993 to 1995, Mr Chudakov served as Adviser at WANO in Moscow and in London. Between 1983 and 1993, he worked in a variety of roles at the Kalinin Nuclear Power Plant, including Senior Reactor Operator.
Mr Chudakov holds a Ph.D. degree in nuclear engineering from the Moscow Engineering Physics Institute.
Director General – European Atomic Forum (FORATOM)
Yves Desbazeille is French and graduated in electrical engineering from the Ecole Supérieure d’Electricité (“SUPELEC”) in France in 1991 and studied on an MBA program in the early 2000s. During his successful career, he has been involved in different businesses and responsibilities at EDF: nuclear engineering, hydro and thermal power projects management in France, USA as well as in Asia, where he was for 5 years. His previous position as EDF representative for energy in Brussels has provided him with an in-depth knowledge of the EU institutions and Brussels’ stakeholders and of the energy and climate stakes for Europe.
Technical Director, Hayward Tyler
Sam serves as the Technical Director of Hayward Tyler’s UK operations. Sam originally joined Hayward Tyler as an Engineering Manager in 2018.
With over 15 years in engineering, Sam has overseen department transformations, implemented product development lifecycle and program management across multiple sectors in the UK and USA. His experience is in leading multi-million oil and gas, power and nuclear projects for OEMs around the world.
Prior to joining Hayward Tyler, Sam was an Engineering Manager at Paladon Systems in Brixworth, England. He also served as an Engineering Supervisor for Rotork in Houston, Texas. Sam began his career working on critical service API valves and safety shutdown actuation products for Alco Valves, Brighouse and Rotork Fluid Systems, Leeds.
Sam holds a Master of Science degree in Engineering Leadership from Aston University and a Bachelor of Engineering in Mechanical Engineering from the University of Central Lancashire. Sam is also an active member of the IMechE, CMI and the ILM and contributes to the companies F4N accreditation.

Christoph Gatzen has a long term experience in providing technical and safety assessments as well as acting as an on-site inspector (technical supervision, testing and commissioning) for electrical energy supply, emergency power supply and emergency power supply diesel generator systems with regard to technical modifications, commissioning, periodic testing and maintenance for various nuclear power plants. He participated in the EU Twinning project in Ankara for the establishment of a Turkish authority to monitor the planned nuclear power plants in the fields of inspection, electrical and control technology. He is responsible for the implementation as well as development and accreditation of the Inspection body Energietechnik.

Andrei Goicea graduated in 2002 the University Politehnica of Bucharest – Faculty of Power Engineering as a nuclear engineer and a master at the same faculty in nuclear safety and radiological protection one year later. Since May 2015 he joined the FORATOM team, after he previously worked at Nuclearelectrica – Romania (2003 – 2013) and Mochovce Units 3 and 4 Project in Slovakia (2013-2015).
In parallel with the professional career, Andrei was very active also in extra-professional activities by getting involved in professional associations related to nuclear field from both Romania and abroad. From 2003 he became member of Romanian Association “Nuclear Energy” – AREN and in 2004 was elected as President of Young Generation chapter of AREN.
At international level he energetically took part to the activities of ENS-YGN and IYNC. In 2009 he was elected as the vice-president of ENS-YGN and president two years later (2011 – 2013).

John Kickhofel is a Swiss-American nuclear industry specialist holding a Doctor of Science from the ETH Zurich and a Diplôme d’université in International Nuclear Law from the University of Montpellier. Dr. Kickhofel is the Managing Partner and founder of Apollo+, a Zurich-based nuclear industry consultancy comprised of experts coming from regulatory bodies, nuclear power plants and supporting organizations. Apollo+ supports nuclear licensees worldwide in all lifecycle phases as well as vendors and suppliers. In 2021, Apollo+ has been tasked by FORATOM with leading the European Guideline Project to develop a Commercial-Grade Dedication guidance for Europe. Dr. Kickhofel’s engagements include acting as a consultant to the IAEA in areas including quality assurance, nuclear supply chain management, and codes and standards as they relate to safety-related equipment for nuclear power plants and small modular reactors.

Pierre holds a Masters Degree in Chemistry and a Certified Technology Manager business degree with 30 years international experience in the nuclear industry. He worked for 20 years in various management and executive roles in the Nuclear Medicine sector, particularly in the manufacture and development of bulk and finished radiopharmaceuticals, and has extensive experience as a leader in operations, research and development, organizational and leadership development and management systems. Pierre has been with the Canadian Nuclear Safety Commission since 2007.

Pär has 20 yrs of work experience at Forsmark Nuclear Power Plant. He worked mainly within the safety area, analysis, licensing and plant design. With 13 yrs of work experience at Vattenfall, Pär has worked on licensing management for new‐build activities in several countries. In addition, he has dealt with fleet management for Vattenfall’s assets regarding safety. He worked as a safety and security coordinator for the Swedish industry.

Oliver Martin holds a MSc and a PhD in mechanical engineering and a MSc in nuclear science & technology. He entered the Joint Research Centre (JRC) of the European Commission in Petten in 2006 and worked for two years on integrity assessment and degradation of spent nuclear fuel canisters before moving to his current work field, long-term operation (LTO) / plant life management (PLiM) of LWRs for which he is project leader. Beside R&D on degradation mechanisms of LWRs he is increasingly working on nuclear codes & standards development, supply chain issues and licensing issues of current LWRs (including new build) and advanced reactors like SMRs. He is a member of the Secretariat of SNETP and is significantly involved in the first SNETP pillar, NUGENIA dealing with Gen II & III reactors. Mr. Martin is a member of international working / expert groups on LTO / PLiM like the IAEA Technical Working Group on Life Management of NPPs and the Expert Group on LTO of OECD-NEA.

Dr. Pekka Pyy holds a M.Sc. degree in Nuclear Engineering and a Doctoral one in Reliability Engineering from the Lappeenranta University of technology in Finland. He has more than 30 years of experience in human and organizational reliability, leadership and management, quality, safety and risk analysis, security & safeguards, supply chain and nuclear projects. Dr. Pyy started his career with the TSO VTT in Finland. His international posts include working at the JRC Ispra in Italy, and 6 years for the OECD NEA in France. Thereafter Dr. Pyy has held senior managerial positions with TVO Olkiluoto projects before joining the IAEA in 2015. He currently holds the position of the senior expert in the field of organization and management systems with the division of Nuclear Power.

Teemu Reiman works as a Safety Culture Manager at Fennovoima. Reiman has a doctoral degree in psychology from the University of Helsinki, and a title of Adjunct Professor from the Aalto University. Reiman’s work at Fennovoima includes the development and implementation of Fennovoima’s nuclear safety culture program and monitoring safety culture in the supply chain. Reiman has previously worked as a Senior Scientist at VTT Technical Research Centre of Finland. At VTT Reiman acted as a project manager and a researcher in several national and international research and consultancy in various domains including nuclear power, conventional power, transportation, metal industry, oil industry and healthcare.

Peter has worked at Fortum over 30 years in different nuclear related positions. He is now responsible for the nuclear safety oversight function, cooperation with international organizations like WANO, IAEA and Foratom and acts as Chief Export Control Officer at Fortum. Peter is Chair of Foratom Supply Chain Optimization Working Group and member of the Finnish KELPO-project Steering Group.
