International Conference on Quality Leadership and Management in the Nuclear Industry
15th FORATOM-IAEA Management Systems Workshop
16-19 July 2018 – Ottawa Canada
Dr. Paul Smith
Associate Director – Arup
Paul now specialises at Arup on safety, robustness, hazard-shock withstand, coping strategies and resilience engineering of infrastructure and energy systems. In addition, Paul regularly presents internationally on diverse issues from safety-critical risk analysis of infrastructure and energy systems, to climate change mitigation and adaptation. Paul has a wide and deep experience in complex system engineering design, analysis and safety-critical plant operations, as well as more general science and technology projects. He has been involved with major delivery projects from end to end, while having awareness of the challenges faced in providing real solutions for critical facilities and infrastructure. Paul has been involved with strict liability legislative obligations, achieving regulatory requirements, ensuring supply chain continuity and efficiency, applying design code by rule and code by analysis conformity, design basis and beyond design basis analysis, FMECA, HAZOP, HAZCON, PSA / PRA modelling, severe nuclear accident coping strategies, resilience and disaster risk reduction strategies, risk-consequences then the coping mitigation and intervention measures, compliance to safety standards, emergency preparedness planning and organisation, supply chain best practice / assurance, design, operations and supply chain oversight, defence in depth, as well as very high integrity and reliability system analysis. Paul is also familiar in establishing the original concept designs meeting the intent; encompassing technical specification, system functionality, operability, availability, reliability, maintainability, technical substantiation, quality assurance, safety justification and service operational effectiveness. Since Paul moved to Arup, he has been instrumental in leading and developing new techniques for providing objective risk analysis, vulnerability and shock scenario analysis.
